New Rule Changes to Come?

Rivals.com is reporting a new NCAA proposal. This proposal has rules designed to speed up the game. The committee is recommending a 40 second play clock similar to the one the NFL has and also starting the clock on a referee's signal after the ball goes out of bounds.
